Water trading in Victoria is governed by rules set by the Minister for Water. Trading rules aim to facilitate trade wherever possible, while minimising negative impacts on other users and the environment.

Before water can be traded the approval of the relevant water authority must be obtained.

Below are the trading rules for Victorian regulated water systems. This version includes a change made on 1 October 2009 to ensure smooth administration of the 4% annual limit on trade out of irrigation areas, after the removal of the 10% non water user limit. An explanation of the changes to the implementation of the 4% limit is available below.
